Cross border mobility of knowledge

Today, Monday 25 February 2008, your Minister of Scientific Research, and
mine, went to Brussels for the 2852nd meeting of the "Internal Market,
Industry and Research Council" [1].

There they, and their 25 colleagues, all agreed that
"... the European Union needs to create a "fifth freedom" - the free
movement of knowledge. Member States and the Commission are invited to
deepen their dialogue and expand their cooperation in order to further
identify and remove obstacles to the cross-border mobility of knowledge...."[2]

I suppose that this could be good news for OA in the EU.
